  • EIA/EHIA Approval: Conduct studies and apply for environmental and health impact assessment (EIA/EHIA) approvals covering the Ranong-Chumphon area and the oil transfer terminal area.
  • Government Partnership: Sign a memorandum of understanding (MOU) with the Thai government and partners from the Middle East (UAE/Qatar).
Phase 2: Agile Launch & Immediate Operations (Mid 2026 - 2027)
  • FSO Hybrid Implementation (Phase 1 of Asset Plan):
  •     Strategic Chartering: The process of "subleasing" VLCCs (Very Small Container Cooperatives) to serve as floating storage in the Thai sea has begun, immediately supporting the oil demand arising from the unrest in the Middle East.
  •     Revenue Generation: The process of generating revenue from storage fees and ship-to-ship transfer services has commenced.
  • Infrastructure Kick-off: The construction of the transcontinental oil pipeline (98 km) and the onshore tank farm has begun.

  • Asset Acquisition (Phase 2 of Asset Plan):
